China's Provinces and Cities Issued 19 Exhibition Support Policies in 2025, Spanning Three Tiers of Government
Local governments across China issued a dense wave of exhibition-industry support policies in 2025, covering fiscal support, industrial linkage, brand cultivation and market regulation. The report counts 19 such measures during the year, spread across three tiers of government. Eleven came at provincial level: Yunnan's trial lists of encouraged, prohibited and recommended government-business interactions in February; Jiangxi's ten measures to develop the convention and exhibition industry, also in February; Tianjin's action plan for a big-consumption structure in April; Hebei's three-year plan to upgrade key speciality industrial clusters in April; Beijing's implementation plan for high-quality development of the fashion industry in June; and further measures from Guangdong in June, Chongqing in July, Shanghai in July, Zhejiang in August, Anhui in August and Hainan in August. Five came at municipal level, from Ningbo in July, Shantou in September, Shenzhen in October and Wuhan in November. Three came at district level: Xiaoshan District in Hangzhou issued subsidy rules for exhibition activities in June, Beijing's Shunyi District revised its industrial-cluster support measures in August, and Qingdao's West Coast New Area published a brand-building policy for the exhibition sector in September.
